Nigerian government begins disbursement of N362.639 billion for capital projects

The Minister of Budget and National Planning, Senator Udoma Udo Udoma, said on Thursday that the federal government has earmarked N362.639 billion in the 2016 budget to spend on upgrading critical infrastructure across the country. The government has allocated N1.59 trillion for capital expenditure in the N6.06 trillion 2016 budget signed into law last week by President Muhammadu Buhari.

Udoma gave a breakdown of some major projects, stating that roads and bridges were allotted N134.4 billion; power projects, N9.22 billion; railway projects, N150 billion; aviation projects, N5.725 billion; water projects N7.158 billion; housing, N35.6 billion; agriculture, N5.420 billion; education, N3.215 billion; and health, N13.9 billion.

The Minister said the government will today begin disbursement of the funds to Ministries, Departments and Agencies (MDAs) for the execution of projects.

Highlights of the projects are as follows:

Roads and bridges

There are over 40 projects spread across the geopolitical zones:

- N13 billion for the dualization of the Kano-Maiduguri road (section I-V);
- N8.7 billion for the reconstruction and pavement strengthening of sections of Benin-Sagamu Expressway;
- N14.2 billion for the construction of Oju/Loko Oweto bridge to link Loko and Oweto with approach roads and Oshengbudu-Oweto road in Nasarawa State;
- N13 billion for the concession of the second Niger Road;
- N6 billion for the dualization of the Odukpani–Itu-Ikot Ekpene Road in Cross River and Akwa Ibom States;
- N4.8 billion for the rehabilitation of the Ilorin-Jebba-Mokwa-Bokari road;
- N8.8 billion for the rehabilitation of the Sokoto-Tambwual Kontogora-Makira Road;
- N40 billion for the Lagos-Ibadan Expressway (section 1);
- N2.8 billion for the completion of Gombe-Numan-Yolanda road, phase 11;
- N5 billion for the rehabilitation of of Apapa-Oshodi-Oworoshoki Road;
- N2.6 billion for the dualisation of Kano-Katsina Road phase one;
- N6 billion for the dualization of Ibadan-Ilorin (Section one);
- N5.5 billion for the rehabilitation of Enugu– Onitsha Road;
- N2 billion for the dualisation of the Sapele-Agbor-Ewu Road (Section one).

Power projects

Several projects have been designed to optimize and deliver consistently 7,000 MW. They are:

- N5.5 billion for the construction of a 215MW gas power plant;
- N13.2 billion for the construction of the 2x60MVA connection of the Guarara Dam in Kaduna state to the national grid;
- N235.7 million for coal to power development in Enugu, Benue, Gombe, and Kogi;
- N303.9 million for the completion of the ITC/TDN and installation of injection and distribution substation.

Railway projects

Several projects with the aim of building a national rail network are listed below:

- N8.5 billion for the completion of Itakpe-Ajaokuta–Warri 326 KM rail track and structures;
- N18.3 billion for the completion of the Abuja (Idu)-Kaduna 186.5km single track rail line;
- N60 billion counterpart funding for Lagos-Kano standard gauge rail line;
- N60 billion counterpart funding for Calabar-Lagos standard gauge rail line;
- N3.2 billion for provision of power, water, station building, fence etc. for rail lines.

Aviation projects

Several projects designed to improve the security of airports and airspace, are listed below:

- N432.5 million for the procurement and illumination of navigational aids at Kano, Jos, Minna, Maiduguri and Port Harcourt airports;
- N865 million for the procurement and installation of airfield lightening system in Port Harcourt, Kano, Lagos, Kaduna, Sokoto, Yobe, Akure airports;
- N1.06 billion for the airside rehabilitation of the Nnamdi Azikiwe Airport, Abuja;
- N497.5 million for the construction of the terminal building at the Enugu Airport;
- N2 billion for the purchase of calibration aircraft and equipment;
- N870.4 million for the procurement, illumination and flood lightening of 16 airports.

Water projects

Several projects designed to improve water supply for agriculture, power, drinking, and sanitation nationwide. They are listed below:

- N232.1 million for construction of the Hadejia valley irrigation project in Jigawa State;
- N204.2 million for the supply/installation of pressurized/centre pivot irrigation system nationwide;
- N232.13 million for the rehabilitation of Adani irrigation project in Enugu State;
- N100 million for the World Bank assisted urban water sector reform project;
- N200 million for the Africa Development Band assisted rural water supply/sanitation initiatives;
- N1.2 billion for the construction of dam embankment, spillway, inlet and outlet structures at Jare Earth Dam in Katsina State;
- N1.5 billion for the construction of dam embankment at the Kashimbila Dam in Taraba State;
- N989.46 million for the construction of dam embankment at the Adada River Dam in Enugu State;
- N1 billion for the construction of dam embankment at Ile-Ife, Osun State;
- N500 million for the construction of dam embankment at the Galma Dam in Kaduna State;
- N1 billion for the construction of 200 solar motorized boreholes nationwide.

Housing projects

- N35.6 billion for the construction of 1,973 blocks of 7,068 housing units in six geo-political zones and the FCT.

Agriculture projects

Several projects in pursuit of the nation’s goal of self-sufficiency/food security are:

- N1.3 billion for the rehabilitation of rural roads;
- N1.3 billion for support to 187,500 farmers;
- N939.7 million for extension services;
- N940 million for development of strategic grazing reserves;
- N940 million for price stabilization/buy-back/price guarantee scheme.

Education projects

Several initiatives towards improving standards and access to education nationwide are listed below:

- N342.1 million for secondary schools quality assurance programmes across six geo-political zones;
- N817.1 million for statutory visitation and monitoring of 90 federal tertiary institutions;
- N2.1billion for servicing ongoing and new local and foreign scholarships.

Health projects

Several programmes/projects designed to significantly improve health indices across the nation are listed below:

- N12.6 billion for vaccines, devices, and operations programmes for polio, measles, yellow fever etc.;
- N1.3 billion counter-part contributions for procurement and distribution of antiretroviral drugs and contraceptive commodities.
